DUET is developed by cities for cities. DUET’s digital twins promote data-driven decision making by building a comprehensive, virtual representation of a city's processes. With the right data points, DUET digital twins provide a business-level view that can be used to measure, analyse and predict operational impact across an entire city or region. This end-to-end, real-time, visibility enables cities to understand what is happening across its multi-disciplinary domains and services. With this knowledge, cities can react quickly to events and simulate alternative policy and operational approaches based on real data, as opposed to making assumptions based on generalized expectations.

In times when cities and communities are looking to digital solutions to tackle a growing range of interconnected challenges, we must boost these efforts through a ‘European Way’ where digital solutions help to create places where people enjoy living and working.

Digital solutions are broad and include approaches to smart urban mobility, energy efficiency, sustainable housing, digital public services, and civic-led governance. Large-scale uptake and upscale of these solutions are crucial to help our cities and communities meet their climate targets and reduce their environmental footprint, while fostering citizen participation and bringing prosperity to all types of business, including SMEs and start-ups.

Through co-creation with citizens, we aim to bring the economic and social benefits of this transformation to all local communities and implement an inclusive digital Europe, with powerful digital services, technologies, infrastructures and skills.

LEAD will create Digital Twins of urban logistics networks in six cities in TEN-T urban Nodes, namely Madrid (Spain), The Hague (the Netherlands), Budapest (Hungary), Lyon (France), Oslo (Norway) and Porto (Portugal).

These will test and represent different innovative solutions for city logistics to address the requirements of the on-demand economy, while aligning competing interests and creating value for all different stakeholders in a public-private setting.

Each value case will allow for the development of solutions for shared, connected, and low-emission logistics operations, empowered by an adaptive modelling approach and the Digital Twin models. Agent-based models will be used to enable logistics stakeholders to recognise their roles and business models, including relevant operational, tactical, and strategic decisions in the Digital Twin, mirroring value cases in city life.
The long-term vision of LEAD is to design an open, physical internet-inspired framework for smart city logistics that incorporates the created Digital Twins, laying the foundations for the development of large-scale city Digital Twins.
